Registration

1. The minimum age to play for open tournaments is 18 years old.
2. Every player must register online in order to play.
3. Teams must pay the full registration fee before their first game.
4. Once the schedules have been posted, teams will no longer be allowed to withdraw.
5. If a team must withdraw from the league for their own reasons or if they are suspended for violating Downtown Soccer rules and regulations, the tournament fee will not be refunded.
6. Games will NOT be rescheduled for any reason.
7. Each player must present a valid ID if asked by the referees or directors.
8. A player who is registered with one team cannot play with any other team of the tournament.
9. Teams cannot register more players after the 3rd week of competition. (NO EXCEPTIONS)
10. Match selection will be random. Ranked teams will be evenly separated.

Authority

All calls are at the discretion of the referee and the decision of the referee is final. The Downtown Soccer Directors reserve the right to decide all matters pertaining to this event including interpretation, review and revision of all rules contained herein.  In all cases, the decision of the Directors is final. Coaches are responsible for all players and spectators associated with their respective teams and are eligible for caution or ejection.
Only players, and event staff will be permitted on the field. All other spectators must remain outside of the playing area.

Preliminaries

•    A coin is tossed and the team that wins the toss decides which goal it will attack in the first half of the match.
•    The other team takes the kick-off to start the match.
•    The team that wins the toss takes the kick-off to start the second half of the match.
•    In the second half of the match, the teams change ends and attack the opposite goals.

Number of Players

•    The games are played with 5 field players plus the keeper.
•    Teams must have at least 4 players at game time to be able to play. Otherwise the game will forfeit in favor of the other team with a score of 3-0.

Player Equipment

•    Shin guards are mandatory for all players at all times and must be completely covered with socks – NO Exceptions!!
•    Each team is required to wear matching, numbered jerseys and shorts.
•    All players must wear proper soccer shoes:  flats, turfs or sneakers – No molded cleats allowed at any time.
•    A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewelry).
•    The two teams must wear colors that distinguish them from each other and also the referees.
•    Each goalkeeper must wear colors that distinguish him from the other players, the referees and the assistant referees.
•    The Home Team will have priority over uniform color.

The Match

•    The tournament is played with a number 4 ball.
•    Game clock will start at scheduled time – No Exceptions!!
•    Games are on a running clock with no stoppage of time!!
•    The match lasts two equal periods of 25 minutes.
•    A half time of 5 minutes is given.
•    Players have 5-seconds to put the ball in play; infringement results in a turnover of possession.
•    When a free kick is being taken, the defending team must be a minimum of four (4) feet away from the ball.
•    No offside rule.
•    No Time outs.
•    If a game is suspended because of a fight, invasion of the field or any alternate violence, the game is not rescheduled. The decision of the outcome until then, will be taken based on the report of the referee and the decision shall be final.
•    Protests are not allowed!! Referee decisions are final.

Substitutions

•    Unlimited Substitutions. “On the Fly” no stoppage needed.
•    Player must be off the field before a substitute can enter.
•    Any player changing places with the goalkeeper must do so during a stoppage in the match and must inform the referees before the change is made.
•    A player or substitute replacing the goalkeeper must wear a goalkeeper’s jersey with his number on the back.

Goal Keeper

•    The goalkeeper may retain possession of the ball with his/her hands for a maximum period of 5-seconds.
•    If the goalkeeper receives the ball from a teammate he cannot play it with his hands, doing so will result in an indirect free kick.
•    The goalkeeper may throw the ball past mid field only when it is in play.

Fouls and Misconduct

•    Slide tackling is strictly prohibited.
•    All fouls awarded inside the penalty area will be considered a penalty kick.
•    A kick from the second penalty mark or direct free kick must be taken beginning with the sixth accumulated foul. Accumulated fouls are set to zero for the second half of the game.
Penalties:
•    Players receive a yellow card as a first warning.
•    Players receiving a blue card must leave the field and may be replaced with another player
•    Players receiving a red card must leave the field and will sit out a minimum of 1 game. Furthermore, their team will play the rest of the game with 5 players.
•    Free throws have to be taken with your feet. The ball must be totally stopped in order to bring into play.
•    Any player who assaults verbally or physically an opponent, referee, the public or any person shall be expelled from the tournament and the facility.

Point System

Forfeits = 3-0
Win = 3 points
Tie = 1 point
Loss = 0 points

3.    Goal Difference (GF – GA = GD)
4.    Most GF (Goals in Favor)
5.    Least GA (Goals Allowed)
